Estamos en la antesala de nuevas elecciones en Cuba. Y me hace recordar que la ley Nro. Uno emitida en la Sierra Maestra durante la insurrección antibatistiana, ante las elecciones convocadas en 1958, fue una ley de fusilamiento. Una ley para castigar con la muerte a aquellos que tomaran parte en las elecciones.Pero también castigaba a los que votaran[1], porque las elecciones eran corruptas. Nosotros el MCL y la oposición no matamos personas ni saboteamos ni excluimos, todos los saben no hay que aclararlo. Nuestro lema es Libertad y Vida. No queremos el poder para nosotros, queremos la paz y los derechos para todos, porque donde no hay derechos no hay justicia.
Si algún poder buscamos, es para el pueblo, es la soberanía popular, como lo hacía Martin Luther King, ¿recuerdan? ¡Power to the people!…
Nosotros denunciamos la corrupción institucionalizada. La que desde el poder, no popular, nos declara enemigos y no compite con la oposición sino la sentencia y la estigmatiza con términos aniquiladores.
En 1954 hubo en Cuba una campaña por la amnistía de parte de algunos que afirmaban que no podía haber elecciones libres mientras hubiese prisioneros políticos. El actual poder no reconoce oposición, ni respeta el derecho de las personas, de los cubanos, a sostener la diferencia política. Diferencia, que no se puede confundir con la que existe entre oposición y gobierno por profunda que sea en cualquier democracia, por imperfecta que ésta sea. Porque la contradicción entre la oposición y el gobierno en Cuba se fundamenta precisamente en que no hay democracia y este no respeta los derechos políticos de los ciudadanos, es más que una contradicción, es el antagonismo entre el pueblo y el sistema totalitario. No decimos antagonismo con las personas, que gobiernan ni las que se identifiquen por alguna razón con el gobierno, no les decimos gusanos ni las tratamos con odio, pero si proclamamos que ni ellos ni nosotros ni nadie en Cuba bajo este sistema es libre.
No hay elecciones libres sino hay personas, ciudadanos, mujeres y hombres libres.
¿Van a decir que el Partido y otras partes del gobierno no preparan con agotadora labor las candidaturas y los posibles o seguros delegados en cada circunscripción? Que les digan eso a los propios protagonistas de esas conspiraciones preelectorales.
En 1992, cuando Aldana anterior a Robaina, anterior a Lage, anterior a Pérez Roque, dijo que la oposición podía presentarse a elecciones. Dije que lo haría. ¿Qué hicieron? La policía fue a buscarme a mi casa y me condujo al local de la zona de los CDR en Zaragoza y Carmen en el Cerro y allí había un circo preparado y una especie de tribunal presidido por un dirigente, el mismo que había sido abanderado en el asalto y saqueo de mi casita el 11 de Julio de 1991 y quien murió en los Estados Unidos, pero eso no impidió que recibiera su visa para encontrase con sus hijos. Algo que el gobierno cubano ha impedido a mi familia por años, pero ese es otro tema. En ese circo estaba la Seguridad del Estado, oficiales uniformados muchos “combatientes” y una señora del Partido me dijo que si yo era cristiano y no quería que corriera la sangre no me presentara para perturbar las asambleas de candidatura. Esa intimidación era contra los ciudadanos para que supieran lo que significaba apoyarme. El mensaje llegó a todos, pero no obstante el día de las asambleas, ubicaron agentes, muchos de ellos visiblemente armados bajo sus camisas, por el barrio, que decían: estamos esperando a ese Payá por si se presenta.
Todavía el 6 de Julio de 2006 hacían una orgía semejante, en la que al igual que en el libro de Ramonet, sobre una entrevista a Fidel Castro, escribieron en una pared a unos metros de mi casa: “En una plaza sitiada la disidencia es traición” ¿A quién quieren intimidar, a mí? Sin alarde, como ser humano he sentido y siento miedo, pero no me domina; sigo siendo disidente aunque nunca he sido en ningún sentido parte del régimen opresor, pero si me identifico con ese término y a mucha honra porque es con el que se conoce a nuestra familia de luchadores por la democracia. Pero disentir es un derecho y el gobierno cubano sentencia que es una traición, como hace Chávez allá por Venezuela. Eso es un permanente atentado contra el derecho ciudadano. No hay elecciones libres en ese ambiente, ni con esta ley.
Si no hay reconocimiento legal, es decir, el derecho a existir y trabajar sin persecución en la sociedad y exponer sus ideas los partidos, sino hay pluralismo no hay elecciones. Respeto las opciones inclusive las de participar y presentarse, como ven no haremos una ley de fusilamiento ni ofendemos a nadie por su decisión, pero denunciamos que el pueblo sabe que no puede decidir. No es libre y por eso no tiene sentido participar de ninguna manera en elecciones que sólo son el contrasentido de la democracia. Creo que es una dilación, una desviación y precisamente parte de la negación al cambio verdadero que Cuba quiere y necesita. Porque la falta de libertad de asociación, de expresión y de elecciones libres son precisamente la barrera que impide la participación política del pueblo. Los cubanos, si hacen política, son víctimas de la exclusión política y por eso víctimas de las demás injusticias.
La solución pacifica, lógica y justa que serenamente puede conducir a los cambios entre cubanos y al diálogo verdadero, es reconocer esos derechos. Basta de justificaciones reaccionarias, que el pueblo no está preparado y que quiere este sistema, ¿les parece poco cincuenta y cuatro años sin libertad y sin derechos? Otros en esa doctrina dicen que el pueblo no quiere derechos, qué insulto. Otros pueden decir que muchos cubanos quieren este gobierno. No lo creo, pero en todo caso ni esos cubanos ni todos los cubanos pueden decidir en este ambiente, con estas leyes y con este sistema quién quieren que gobierne ni qué sistema tener; lo que demandamos es derechos para todos. Porque, sin odio ni ofensa pero con justicia, todos saben que ni siquiera la Asamblea Nacional del Poder Popular puede decidir libremente, allí también se reciben órdenes. Sólo cuando sean elegidos por el pueblo, podrán obedecer sólo al pueblo.
Ese es nuestro reclamo y exhortación porque no dejamos de llamar a todos los cubanos piensen como piensen, tengan la experiencia que tengan para que comiencen la solución, los cambios, y esto sólo puede hacerlo el pueblo porque ¿por qué no los derechos? Por qué el supuesto elitismo, tantas filosofías y teologías cuando lo que nos oprime es el miedo y la intolerancia, y la determinación de un grupo en el poder a permanecer con el poder absoluto. Abandonemos ya la simulación. Tomemos el camino del pueblo que es la democracia.

Damos a conocer este mensaje, por la gran importancia que reviste en estos momentos para nuestro pueblo y como homenaje póstumo a ellos. Dando muestras de que su ejemplo y legado permanecen vivos en cada uno de nosotros y continúa guiando al pueblo cubano, al que tanto amaron, por el camino de la conquista de sus derechos.

We are on the eve of new elections in Cuba. And I am reminded that the first law issued in Sierra Maestra during the anti-Batista insurrection before the elections scheduled in 1958, was a death penalty law. It was designed to punish with death those who took part in the elections. It also punished those who voted because the elections were corrupt. The Christian Liberation Movement (MCL) and the opposition do not kill people, nor sabotage, nor exclude, everyone knows it. Our motto is Freedom and Life. We do not want power for ourselves; we want peace and civil rights for all, because where there are no rights there is no justice.
We seek only power for the people, popular sovereignty, as did Martin Luther King, remember? Power to the people! …
We denounce institutionalized corruption. The one that has the power declares us enemies and does not compete with the opposition but the sentences, stigmatized and annihilates it.
In 1954 there was a campaign in Cuba that promoted amnesty, the promoters were those who claimed there is no such thing as free elections while there are political prisoners. The current regime does not recognize or respect the right of individuals, Cubans, and the opposition to defend political differences. The difference between government and opposition in Cuba is much different from any that exists in a democracy. The contradiction between the opposition and the government in Cuba is based precisely on the lack of democracy respect towards the political rights of citizens, it is more than a contradiction, it is an antagonism between the people and the totalitarian system. We do not antagonize the people that govern and those identify themselves for some reason with the government, we do not call other “worms” or treat anyone with hatred, but we do claim that neither they nor we, nor anyone in Cuba is free under this system.
Will they claim that the Communist Party and other areas of the government are not preparing the candidates and ensuring they only they are represented by the delegates in each district? Tell that to the protagonists of these pre-election conspiracies.
In 1992, when Aldana (before Robaina, Lage and Perez Roque) said that the opposition could compete in the elections, I said I would. What did they do? The police came to my house and took me to the local Committee for the Defense of the Revolution (CDR) in Zaragoza and Carmen on the neighborhood of Cerro, there was a circus prepared with a tribunal chaired by one of the Communist party local leaders, the same one who had assaulted and looted my house on July 11, 1991 and who died in the United States (he received his visa to meet with their children in the US, something that the Cuban government has denied my family for years, but that’s a different topic…). State Security participated in this circus. There were many uniformed officers, and a lady told me that if I was a Christian and did not want see blood run I should not to disturb the assemblies by submitting my application for candidacy. That was intimidation against citizens so that they would know what it meant to support me. The message reached everyone; nevertheless, the day of the assembly they placed agents in the neighborhood, many of whom were visibly armed, they said they were waiting for Paya to show up.
On July 6, 2006 they prepared a similar operation, during which they wrote on a wall a few feet from my house: “In a besieged plaza, dissenting is treason” Who did they want to intimidate, me? As a human being I have felt fear, but ir does no dominate me. I am still a dissident although I have never been part of the oppressive regime, but I identify myself with that term proudly because my family has always defended democracy. Dissent is a right and the Cuban government categorizes it as treason, as does Chavez back in Venezuela. This is a permanent violation of civil liberties. There are no free elections in such an environment, and with such laws.
If there is no legal recognition of the right to exist, participate in politics, dissent and work without persecution there are no elections, no pluralism. We denounce that the people cannot decide, we do not make laws like the ones they made before 1958. The people are not free and it does not make any sense for them to participate in elections that are only a contradiction to democracy. I think it’s a way to delay and divert the real change that Cuba wants and needs. The lack of freedom of association, expression and free elections are the barriers to political participation from the people. If Cubans do politics, they become victims of political exclusion and other injustices.
The peaceful, logical and fair solution that can lead to changes and genuine dialogue is to recognize those rights. Enough with reactionary justifications that say the people are not ready do not want change, do you think fifty-four years without freedom and rights are not enough? Others say that people do not want rights, what an insult! Others may say that many Cubans want this government. I don’t think so, but in any case no Cuban can decide what they want in this environment, with these laws and with this system Cubans cannot chose who they want to govern them, which system to have. We demand rights for all, without hatred or offense, with justice; everyone knows that not even the People’s National Assembly can decide freely, they also receive orders. This will change only when they are elected by the people, only then they will obey the people.
That is our demand, we keep calling all Cubans, no matter how they think or what background they come from, to be part of the solution and changes, this can only be done by the people. Why say no to our rights? Why the elitism? Philosophies and theologies? What oppresses us is fear, intolerance and the determination of a group to remain in absolute power. Abandon the simulation! Take the path of the people which is the path of democracy.

Note: Only two days later, on July 22 the National Coordinator of our Movement, Oswaldo Paya, tragically died with our brother Harold Cepero in suspicious circumstances not yet clarified. We issue this message, due to its relevance to current events in Cuba and in memorium to them. Through this article we show that his example and legacy remain alive in each of us, and it continues to lead the Cuban people across the way of the people and the conquest of their rights, a people and path so greatly loved by Harold and Oswaldo.
