No more terror in the other Guantanamo!
En la Provincia de Guantánamo y en otras, el gobierno cubano, ha ordenado a la policía y la Seguridad del Estado una operación de intimidación, detenciones arbitrarias, chantajes y abuso de poder contra los ciudadanos que han firmado la solicitud de Referendo de Proyecto Varela.
En el mundo sólo oye hablar de lo que ocurre en la Base Naval de Guantánamo, pero este terror contra los ciudadanos y las prácticas inhumanas y degradantes en las prisiones, que estamos denunciando, ocurren en el otro Guantánamo, ese del que no se habla, que es toda Cuba.

El Proyecto Varela, es una iniciativa ciudadana que pide un Referendo, una primera urna, para que los cubanos decidan sobre cambios en las leyes para que estas garanticen: la libertad de expresión y de asociación, el derecho de los cubanos a tener empresas privadas (ahora solo pueden los extranjeros) la libertad de los prisioneros políticos pacíficos y elecciones en las que los electores puedan elegir libremente a sus diputados(la ley actual establece un solo candidato por cada puesto de diputado).
En el artículo 88.g de la Constitución vigente en Cuba, se establece que los ciudadanos pueden presentar un proyecto de ley, si lo presentan al menos diez mil electores. En mayo 10 del 2002 presentamos en las oficinas de la Asamblea Nacional del Poder Popular, el Proyecto Varela con el apoyo de las firmas, nombres, direcciones y números de identidad de 11020 electores. La respuesta del gobierno fue detener y condenar a penas de entre seis y veintiocho años de prisión, a la mayoría de los gestores de esta iniciativa que se apoya en la Constitución. Desde marzo del 2003 permanecen en prisión cerca de cincuenta de estos gestores del Proyecto Varela. El 3 Octubre del año 2003 presentamos la misma petición con el apoyo de 14384 electores diferentes de los anteriores. (ver Proyecto Varela y mas información en la pagina www.oswaldopaya.org)
Las firmas se recogen en una planilla que contiene todo el texto del Proyecto y donde el ciudadano escribe todos sus datos. Después se realiza el proceso de verificación, que consiste en que un activista diferente del que colectó esa firma, visite al ciudadano que firmó la petición y confirme los datos y la aprobación del ciudadano. Se hace esta verificación para evitar errores y también falsificaciones que la propia Seguridad del Estado ha tratado de introducir con medios de contrainteligencia. (Fin de la síntesis).
A finales del año pasado, en la ciudad de Cienfuegos, la Seguridad del Estado penetró ilegalmente y en secreto en el apartamento del Licenciado Minervo Chill Siret, uno de los líderes del Proyecto Varela, mientras este estaba lejos de su casa. La Seguridad abrió dos cerrojos de la puerta principal y otro cerrojo de una habitación, en la que había, algún dinero de la familia y equipos electrónicos caseros, pero sólo robó las listas de varios miles de firmantes del Proyecto Varela que estaban en proceso de verificación.
Se puede entender ahora porque la Seguridad del Estado comenzando por Guantánamo esta citando o conduciendo a los electores que aparecen en esas listas robadas, a las unidades de la policía. Allí los paran frente a una cámara de video y los amenazan para que mientan diciendo que firmaron el Proyecto Varela engañados u otras falsedades. Según testimonios el terror y los chantajes que aplican los agentes de la Seguridad contra esos ciudadanos indefensos, es despiadado. Algunos ceden y otros no. Esperamos información más detallada de otras provincias, como Pinar del Río, donde está ocurriendo algo semejante.
Mientras tanto la Seguridad del Estado en las provincias de Cienfuegos y Villa Clara, está enviando, a las casas de los electores que firmaron esa solicitud de Referendo, agentes que mienten y tratan de confundir con conductas y propuestas delictivas, haciéndose pasar por activistas del Movimiento Cristiano Libración y del Proyecto Varela para que se atribuyan esas conductas a nuestro movimiento cívico.
El pasado 18 de Septiembre Agustín Cervantes, un líder del Proyecto Varela que vive en Contramaestre, Santiago de Cuba, fue acosado delante de su casa, por un provocador que después de insultarlo groseramente, le atacó con un cuchillo tratando de matarle. Agustín fue detenido y liberado bajo fianza de 500 pesos en espera de juicio, mientras el provocador seguía libre y visible en todo el pueblo.
El régimen comunista no puede actuar ni combatirnos en el campo de la verdad, tiene que fabricar el campo de la mentira, mientras prepara otro asalto contra el movimiento cívico cubano.
La Campaña del Proyecto Varela, aunque es legal, se realiza bajo la persecución, el acoso, las detenciones, confiscaciones y robos de documentos firmados, campañas de mentiras e innumerables abusos y violaciones de la ley por parte de policías, agentes de la Seguridad, jueces, académicos, brigadas de terror e inclusive profesores universitarios, que mienten e intimidan a sus alumnos, pero no se atreven a mostrarles el texto auténtico del Proyecto Varela.
¿Por qué el gobierno actúa así? Porque la oligarquía quiere conservar el poder totalitario, todos sus privilegios de ricos, durante tiempo indefinido, cerrando las puertas del futuro a los cubanos y negándoles todos los derechos políticos y civiles y la libertad y condenándoles a la pobreza y la opresión sin esperanza. Pero el pueblo quiere cambios y todo el que lo conoce el Proyecto Varela descubre en este la esperanza y el camino a los derechos, a la reconciliación, a las oportunidades, a la justicia, a la democracia y a la libertad. El cambio inevitable se acerca, por eso nos persiguen desesperadamente.
Hay mucha sensibilidad y protestas de los gobiernos de Latinoamérica, Norteamérica y Europa por lo que ocurre en Honduras, pero también mucho silencio y mucha complicidad en muchos de esos gobiernos ante el permanente golpe del estado contra el pueblo cubano. Un pueblo que también reclama y proclama que “los cubanos tenemos derecho a los derechos”.
Se mantiene en el aire la voz del Ex Presidente Jimmy Carter, que hace mas de siete años exhortó a Fidel Castro públicamente, aquí en Cuba diciéndole: “haga el Refrendo del Proyecto Varela”.
No se atreven a hacerlo, pero seguiremos luchando por esos derechos que pide el Proyecto Varela y por todos los derechos para todos, hasta lograrlos. Dios quiera que se despierten las voces de la solidaridad con Cuba en el mundo. Mientras tanto, nosotros continuaremos la lucha pacífica por la libertad, aunque sea solos.

No more terror in the other Guantanamo!
In the Guantanamo Province and in others, the Cuban government has commanded the police and State Security to undertake acts of intimidation, arbitrary detentions, blackmail and abuses of power against citizens who have signed a petition for the Varela Project Referendum.
The world only hears about what happens at the Guantanamo Naval Base, but we are denouncing the terror that is used against citizens, and the inhuman and degrading practices in the prisons, that occur in the other Guantanamo, the one that nobody talks about, which is all of Cuba.
(Summary of Preceding Events). The Varela Project is a citizen initiative that calls for a referendum, a first ballot, so that Cubans can decide what changes should be made to the laws, for them to guarantee the following: freedom of expression and of association, the right for Cubans to own private companies (at present only foreigners can), freedom for the peaceful political prisoners, and elections in which the voters can choose their deputies freely (the current law establishes only one candidate for each position in the National Assembly). Article 88.g of the current Cuban Constitution establishes the fact that citizens can propose a law if it is supported by at least ten thousand signatures of eligible voters.
On May 10, 2002, we presented the Varela Project to the offices of the National Assembly of People’s Power, supported by signatures, names, addresses and identity numbers of 11,020 voters. The government responded by detaining and condemning the majority of the people behind this initiative with prison sentences ranging from six to twenty-eight years. On October 3, 2003, we presented the same petition with the support of 14,384 different signatures. (See “Proyecto Varela” and “more information” on the webpage www.oswaldopaya.org).
The signatures are collected on a form that contains the text of the Varela Project and the citizens’ contact information. After signature collection, a process of verification is undertaken: an activist, who did not collect the original signature, visits the citizen that signed the petition and asks to confirm his or her contact information and endorsement of the Varela Project. This verification is conducted to avoid errors and falsifications that the State Security has presented through counterintelligence efforts. (End of Summary).
At the end of last year, the State Security in the city of Cienfuegos illegally and secretly broke into the apartment of Mr. Minervo Chil Siret, one of the leaders of the Varela Project, while he was away from home. State Security agents opened two bolts on the main door and another bolt leading to a bedroom, which contained family savings and electrical appliances for the household. However, the only item stolen was a list containing several thousand signatures for the Varela Project which were in the process of being verified.
One can now understand why the State Security, starting with Guantanamo , is now summoning the voters that appear on these stolen lists to police stations. Once they arrive, they are forced and threatened in front of a video camera to lie and declare they signed the Varela Project because they were deceived or other falsities. According to testimonies, the terror and the blackmail that State Security uses against defenseless citizens is ruthless. Some give in and others do not. We hope to obtain more detailed information from other provinces, such as Pinar del Río, where similar actions are occurring.
Meanwhile, State Security in Cienfuegos and Villa Clara provinces is sending agents that pose as Christian Liberation Movement and Varela Project activists to the homes of voters who signed this petition for a referendum. At these voter’s homes, the disguised agents lie in order to confuse people with criminal behavior, with the goal of attributing these criminal behaviors to our civic movement.
This past September 18, Agustín Cervantes, a Varela Project leader who lives in Contramaestre, Santiago in Cuba , was accosted outside his home by an agitator who verbally insulted him and intended to stab him to death. Agustín was detained and freed on a bail of 500 pesos before going to trial, while his aggressor continues to be free and is seen frequently around town.
The communist regime cannot act or fight against in the field of truth. The regime fabricates lies; these lies are their only attack against the Cuban civic movement. The Varela Project campaign, even though it is legal, is persecuted. The project has witnessed various harassments, detentions, confiscations, robberies of signed documents, smear campaigns, and innumerable abuses and violations of the law. These illegal acts have been conducted by police, Security agents, judges, academics, terror brigades, and even university professors who lie and intimidate their students, but do not dare share the actual text from the Varela Project.
Why does the government act like this? Because the oligarchy wants to conserve their totalitarian power and all their wealthy privileges indefinitely, shutting the door for a different future for Cubans and neglecting all our political and civic right and our freedom. Instead, they are condemning us to poverty and oppression without hope. But our people want changes, and all those who are familiar with the Varela Project discover a path to rights, reconciliation, opportunities, justice, democracy and freedom. Change is inevitably approaching, and this is why we are being followed and harassed so desperately.
There are strong feelings and many protests from Latin American, North American, and European governments based on what is happening in Honduras, but there is also a lot of silence and complacency from these same governments when it comes to the coup d’état against the Cuban people: a people that also demand and proclaims that, “We Cubans have a right to our rights.”
Former President Jimmy Carter’s voice still lingers in the air. More than seven years ago he publicly urged Fidel Castro, here in Cuba , saying, “consider the Varela Project referendum.” The government would not dare to do so, but we will continue to fight those rights called for in the Varela Project, and for all rights for everyone, until we achieve them. God willing, the voices of solidarity with Cuba will awaken worldwide one day. Until then, we will continue our peaceful struggle for freedom, even if we have to do it alone.
