Five years after the second round of the Varela Project. Oswaldo Payá
Antes de que se cumplieran seis meses del encarcelamiento injusto de los que llamamos Los Prisioneros de la Primavera de Cuba, el 3 de Octubre de 2003, nos presentábamos en las oficinas de la Asamblea Nacional del Poder Popular para ratificar la petición de Referendo del Proyecto Varela.
Esta vez con 14,384 firmas de ciudadanos, acompañadas de sus direcciones, nombres completos y número de identidad en cada boleta que contenía el texto completo del Proyecto Varela.
Todo igual que la primera vez, cuando presentamos 11020 firmas, aquel 10 de mayo de 2002, pero de ciudadanos diferentes, no los mismos que la primera vez. La constitución exige que diez mil electores apoyen una iniciativa para que se convierta en proyecto de ley. Ya son 25,404 ciudadanos los que hemos apoyado este proyecto de ley.Los mencionados ciudadanos que apoyan esta iniciativa legal, lo hacen en uso de su derecho constitucional. Pero casi todos han sido visitados y amenazados por la seguridad del Estado.
No pocos de estos electores han sido reprimidos, señalados, expulsados de sus trabajos, universidades y marcados por los múltiples mecanismos de represión, vigilancia y control del estado totalitario en cada barrio, escuela, centro de trabajo y en todos los ámbitos de la vida. Muchos de ellos han sido visitados por impostores, es decir agentes de la Seguridad del Estado, que se presentan como activistas del Movimiento Cristiano Liberación, con patrañas y provocaciones. Ya denunciamos como elementos infiltrados, han tratado de pasar boletas del Proyecto Varela con firmas falsas y aun hoy con mas intensidad tratan de distorsionar este movimiento cívico.
Todos los recursos represivos, mediáticos de contrainteligencia e inteligencia y su aparato político y partidista de este estado totalitario son usados para tratar de aplastar el Proyecto Varela. Algunos desde diversas posiciones, abiertamente o solapadamente, se unen a estas fuerzas opresivas con la misma intención en un verdadero fuego cruzado. En lo que coinciden desde dentro y fuera de Cuba estas fuerzas es en tratar de silenciarlo.
Que quieren esos con el Proyecto Varela: Que no se hable, que no se mencione, que se trate como algo del pasado que ya no existe.
… Y sin embargo ¡el Proyecto Varela renace!
Por qué? , porque con esta campaña renace la esperanza, porque aunque muchos parezcan olvidarlo, decenas de hombres están en la cárcel, no por cualquier causa sino por defender los derechos de los cubanos, trabajando intensamente en el Proyecto Varela. Silenciar esto es silenciar la causa sagrada y honorable por la que encarcelaron a los Prisioneros de la Primavera de Cuba. También por eso continuamos y continuaremos la campaña.
Pero lo mas importante que en eso permanece solidamente unida, la familia del Proyecto Varela dentro y fuera de la prisión , dentro y fuera de Cuba, es que los cubanos tenemos derecho a los derechos.
El Proyecto Varela vuelve ahora con la colecta de firmas porque es la campaña por los derechos de los cubanos. Porque en estos momentos de tantas maniobras, especulaciones, represiones, humillaciones contra el pueblo de Cuba, el Proyecto Varela les dice a todos, cubanos y no cubanos: Los únicos cambios que aceptamos y por los que lucharemos hasta lograrlos, son los cambios que garanticen todos los derechos para todos los cubanos y la liberación de los prisioneros políticos. Esta es la meta y la determinación y en esa determinación nuestra esta la esperanza que también renace.
Si la Unión Europea dialoga con el estado cubano, está bien, pero que sepan que ningún diálogo es moralmente válido si no tiene esta perspectiva claramente definida: la liberación de los prisioneros políticos y el respeto a los derechos de los cubanos, o de nada sirve al pueblo cubano ese diálogo.
De todas maneras, conquistar nuestros derechos es tarea, responsabilidad y misión histórica de nosotros los cubanos y no de ningún otro país o grupo de países, pero los que se acerquen a Cuba, que se acerquen reclamando los derechos de los cubanos en cualquier relación y asunto o no serán precisamente amigos del pueblo cubano. Lo demás es el teatro del miedo o de los intereses disfrazados que nos son los de nuestro pueblo.
Todos o casi todos hablan de modelos, de nuevos socialismos, de medidas o pretenden presentarnos maniobras y modificaciones al sistema carcelario impuesto a escala de sociedad en Cuba, como si fueran cambios. Además de nuestra dignidad, insultan la inteligencia de los cubanos. No jueguen a esas maniobras, oportunismos y petulancias intelectualoides, que de ninguna manera van a confundir a los cubanos.
No confundirán a los pobres que saben que después de cincuenta años son masivamente pobres y viven en una pobreza despiadada porque no se han respetado sus derechos a expresarse, asociarse, viajar, trabajar libremente y tener sus propios negocios, porque nosotros lucharemos por los derechos de los cubanos hasta lograrlos.
Lo que pide y seguirá pidiendo el Proyecto Varela, es lo que diferencia al totalitarismo de la democracia, a la libertad de la opresión. Pero también el Proyecto Varela es el proyecto de la paz y no del odio. Porque cuando decimos a los poderosos del poder en Cuba que con su control absolutista: Sus privilegios y su vida de ricos, con su ceguera y su intolerancia, se comportan como una oligarquía frente a una mayoría pobre que ni siquiera en la calamidad, por miedo, se atreve a denunciar su pobreza.Esto, lo decimos sin odio, pero sin miedo.
Cuando los pobres ya no se atrevan ni a decir que son pobres, se engendra la confrontación. Y nosotros no sembramos confrontación sino reconciliación y derecho y esto hay que hacerlo con la verdad y no con el silenciamiento forzado por el miedo y la simulación. Lo decimos para despertar las conciencias de todos, porque Cuba tiene que cambiar ahora y cambiar de verdad. Eso significa: derechos para todos.
Levantemos los corazones, nosotros los cubanos, levantemos la antorcha de la esperanza…

Before the prisoners of the Cuban Spring had served the first six months of their unjust imprisonment, on October 3rd, 2003 we went to the offices of the National Assembly of People’s Power to ratify our petition for the Varela Project referendum. At that time, we presented the signatures of 14,384 citizens along with their full names, addresses and ID numbers on every card containing the complete text of the Varela Project.
Everything we did was identical to the first time, on May 10th, 2002, when we presented the signatures of 11,020 other citizens. The Constitution states that 10,000 citizens must support an initiative for it to become a legislative bill. At that point, we were 25,404 citizens supporting this initiative. The citizens that have supported this initiative have done it using their constitutional rights. Regardless, almost all of them have been visited and threatened by State security agents.

Not few of these citizens have been repressed, labeled, expelled from their jobs or universities and targeted by the many mechanisms of repression, surveillance and control used by the totalitarian state in every neighborhood, school, work place and every other aspect of life. Many of these citizens have been visited by impostors, meaning State security agents presenting themselves as activists of the Christian Liberation Movement, with lies and provocations. We have already exposed how these infiltrated elements have tried to distribute cards from the Varela Project containing false signatures. They are now trying even harder to distort this civic movement.
The intelligence and counterintelligence of this totalitarian state, and their political and party apparatus, use all of their media and repression resources to try to stamp out the Varela Project. Individuals from various viewpoints join these repressive forces, some overtly and others covertly, with the same mission, in a barrage of oppression. These forces, inside and outside Cuba , work together to try to silence the Varela Project.
What they want is for the Varela Project not to be talked about or mentioned, and that it be treated as a relic from the past that no longer exists.
…..Nevertheless, the Varela Project is reborn!
Why? Because through this campaign, hope is reborn. Though many seem to have forgotten, dozens of men are imprisoned, for no reason but for defending the rights of Cubans and for working intensely for the Varela Project. To silence this is to silence the honorable and sacred cause for which the prisoners of the Cuban Spring were imprisoned. Because of this, we continue and will continue this campaign.
Most importantly, the Varela Project family stands united, from within and outside of prison, from inside and outside Cuba , because we Cubans have the right to rights.
The Varela Project returns with the collection of signatures because it is the campaign for the rights of Cubans. In these times of so much maneuvering, speculation, repression, and humiliation against the Cuban people, the Varela Project says to all Cubans and non-Cubans: the only changes that we accept, and that we will fight for until they are fulfilled, are the changes that guarantee all rights for all Cubans and the release of political prisoners. This is our goal and determination, and the reason why our hope is reborn.
It is fine if the European Union establishes a dialogue with the Cuban government, but they must know that no dialogue is morally valid or of any use to the Cuban people if it does not have a clear and defined focus: the release of political prisoners and the respect for the rights of the Cuban people.
In any case, to reclaim our rights is the duty, responsibility and historic mission of all of us Cubans and not of any other nation or group of nations. However, those who draw closer to Cuba should defend our right to rights at all times; they will be friends of the Cuban people. All others are part of the drama of fear and ulterior motives that are not in our people’s interests.
Submitting letters to the National Assembly to release political prisoners and allow free travel by Cubans (2007)
Almost everyone is talking about models, new forms of socialism, or new measures. They try to pass off modifications to the prison system imposed on Cuban society as if they were real changes. They are insulting our dignity and our intelligence. Do not bother with these maneuvers, opportunisms, and pseudo-intellectual presumptions because you will not confuse the Cuban people.
You will not mislead the poor because they are aware that after fifty years, they are massively poor and will continue to live in abject poverty because their rights to freedom of expression, association, travel and to work freely and independently have not been respected. We will fight until we reclaim the rights of the Cuban people.
What the Varela Project is advocating, and will continue to advocate, is what differentiates totalitarianism from democracy, and oppression from freedom. The Varela Project is an initiative for peace and not hatred. We say to the Cuban leadership, without hatred but without fear, that with their absolute control, their privileges and affluence, their blindness and intolerance, they behave like an oligarchy toward the poor, who even in times of disaster are too afraid to denounce their poverty.
Confrontation is the result when the poor do not even dare to say that they are poor. We do not advocate confrontation; we advocate reconciliation and rights. We use the truth, and not the silence enforced by fear and lies. We say this to awaken the conscience of all, because Cuba must change now and change for real, which means: rights for all.
Cubans, let us raise our hearts and the light of hope.
